Jim McMonagle

James "Jim" McMonagle serves as a consultant on Alcohol & Tobacco Tax & Trade Bureau (TTB) and Bureau of Alcohol, Tobacco and Firearms (ATF) matters.  With the benefit of 25 years of service with TTB's predecessor agency, Mr. McMonagle provides comprehensive consulting services to beverage and industrial alcohol clients, including performing compliance audits, preparing TTB applications and variances, assisting industry members in resolving regulatory and tax issues, and provides insightful regulatory advice on a broad range of TTB matters.  Mr. McMonagle also assists clients with firearms matters under the jurisdiction of ATF, now an agency within the U.S. Department of Justice.

As a consultant, Mr. McMonagle has worked extensively with TTB representatives in the field and at top agency levels.  His extensive work experience includes:

  • Assist seller and buyer of a major distilled spirits plant with the preparation and processing of federal permit applications, alternating premise authorizations, and operational issues during the transition between permittees.
  • Assist a domestic winery/distillery in completing the sale of a production facility by settling a significant excise tax issue with TTB.
  • Conduct a comprehensive audit of facility operations and guide the implementation of new inventory accounting methods for one of the largest U.S. brewers.
  • Conduct semi-annual audits and staff training to assist a major industrial alcohol supplier in correcting chronic TTB compliance short-falls.
  • Represent a large industrial alcohol supplier in negotiations with TTB on excise tax obligations related to deficient record-keeping on receipts and removals of taxable alcohol.
  • Facilitate the expedited re-issuance of ATF firearm licenses to over 175 stores operated by a national retail chain after the original licenses expired due to a change in company control.
  • Negotiate a significant reduction in excise tax liability with ATF for the seller of destructive devices.

Mr. McMonagle began his career with ATF in 1974, starting as a field inspector.  He later became Technical Advisor for the Mid-Atlantic Region, Assistant Chief, and finally Chief of Technical Services for ATF's North Atlantic District.  As Chief of Technical Services, Mr. McMonagle was responsible for all actions in the area involving federal alcohol beverage permits, federal regulation of firearms and explosives, and the collection of federal excise taxes.  His area of responsibility also included the highest concentration of beverage and industrial alcohol permittees in the country.  Mr. McMonagle retired from ATF in 1999. 

Mr. McMonagle is a graduate of St. Joseph's University, served in the United States Marine Corps Reserve and had worked for The US Army Frankford Arsenal.
